Open the Meeting:  The meeting was called to order at 6:30 p.m.

Accept the Meeting Minutes:  A motion was made by Joe to accept the September 18, 2013 meeting minutes, motion seconded by Paul.  Motion passed unanimously.

OLD/NEW BUSINESS

Special Town Meeting ~ Craig elected not to put any article requests in for the November 4th meeting.

Mechanic Street ~ final paving took place, everything looks great.

Sewer Inflow & Infiltration (I&I) ~ Wayne’s Drains (Jet/Vac company) was here on the 15th & 16th and has completed cleaning the cross country easement (Belmont/Washington/Chestnut behind Herb Murray’s).  We discovered four cast iron manhole frames moved off the pre -cast structures.  Three were re-cemented today.  Testing and sealing of the pipeline is scheduled to take place next week.

Tata & Howard (T&H) ~ Craig set up a meeting with Town Administrator Gretchen Neggers and Don Tata and Jack O’Connell from T&H to discuss their experiences working with the Foxwoods Casino in Milford to learn anything that may help Monson in the upcoming Abutting Community negotiations.  It is apparent from the meeting that there is a significant difference between how Foxwoods handles business and how Mohegan Sun has conducted itself so far.
        Craig did learn about a 50/50 grant opportunity, depending on the project, which T&H will research.  MassDEP recently announced the availability of grant money, associated with the Sustainable Water Management Initiative (SWMI) possible projects that would help us include addressing I & I (Rt. 32 - 24” main) and pump station improvements to pump waste water efficiently.  The isolation and check valves in the pump station are 35 years old and are showing their age.

Repaving Projects ~ Craig discussed with the Commission how a repaving project in Town affects the Department.  Usually John Morrell funds the project through Chapter 90 (State) monies and he includes the cost of raising the water and sewer structures (valve boxes-manhole frames).  This is a significant cost.  Sometimes John funds paving through his Town budget and Craig wanted to know in cases like that would the Commission be in favor of our Department funding that aspect of the project.  Joe and Paul thought if that were to happen we would have to have at least a year’s notice to properly budget for the expense.  Craig remembers discussing this issue with Doug and Steve Lobik in the past and wants Doug to participate in the discussion before we make a final decision.

Department Activity
Generator Hook Up ~ Kinsley Power installed the Cam-Lok Connectors on the Generator.  Craig is still comparing the bids to install the manual transfer switch for this building.  The two bids did not include the same equipment but Craig will attempt to find the best value for the Town.

Service Line Replacements ~ water service at 4 Bethany Rd. was replaced from main to house; assisted with service line replacement from curb stop to house (260’ of iron pipe) at 121 Palmer Road.  Replaced curb stop to 45 Bethany Road (O’Connor).  Dug up and repacked the 118 year old valve at the intersection of State & Bethany, this was the first valve Jan had ever repacked under full pressure.  Cut out the valve and tee to the Cemetery Garage at the Jacob Thompson house, in the process the sewer line to the septic tank was damaged and replaced with Sch40 ABS from the cast iron to tank.  New water and sewer service connections were completed at 15 Circle Dr.

Monson HS Baseball Field Irrigation ~ Joe asked for the status of the CPA Application to fund the installation of an irrigation system on the High School Baseball Field (Constantino Field).  Craig had not heard if it was approved yet.

Annual Meeting with Palmer ~ A meeting has been set for Monday, October 28th at 10 am in Palmer.  One topic for discussion will be what the plan is to address the Flow Meter at PS2 which is still not quite right.  The PS2 flows were estimated again using the formula from the amendment.
